Financial Manager, Financial Officer for Student Affairs

The Corporate Controller's Office is posting an opening for a Financial Manager 4, (Financial Officer 4) supporting the Student Affairs Organization. This position serves as Financial Officer for Student Affairs, which includes 29 separate administrative units within Penn State University. The Financial Officer oversees all financial and budgetary operations within the Student Affairs organization and reports directly to the Office of the Corporate Controller, with a secondary reporting line to the Vice President for Student Affairs. The Financial Officer occupies a leadership position, and participates in many, if not all, Student Affairs' senior leadership meetings. The Financial Officer's primary responsibility is to ensure sound financial operations, effective utilization of financial resources, creative budget planning, and wise stewardship across multiple accounts and fund types in a manner that is consistent with the Vice President's vision and goals. Additional duties include development, implementation, monitoring, and control for Student Affairs' operating budgets, forecasts for various expense and income projections, advice and training for affected staff, and consultation about fiscal affairs with other senior leaders in Student Affairs. The Financial Officer also hires, supervises, trains, and evaluates additional staff members, who assist in managing the multiple aspects of Student Affairs' financial matters. Typically requires a Bachelor's degree or higher plus ten years of related experience, or an equivalent combination of education and experience. The successful candidate must demonstrate substantial knowledge about financial and budget management, analysis, and forecasting, as well as strategic planning. The position requires a high degree of self-direction, including the ability to effectively multitask, the capacity to meet multiple and conflicting deadlines on short notice, strong leadership skills, and experience managing teams, good communication skills, a commitment to diversity and inclusion, and ease interacting with senior University executives, and a determination to constantly improve outcomes. 83938

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
